Project to build an orphanage in the village of KAWSARA

in Senegal in the region of Sedhiou, Rural Community Koussy behind the village of Koussy 3 going towards Medina Fass

P R O L O G U E

EIG, BASS-MALATOU and THE ASSOCIATION BASS-MALATOU were asked by the representatives to study the feasibility of creating an orphanage and ensure its emplementation.

This application is the result of positive actions carried out in Senegal and France by our two associations during ten months. So ASSOCIATION and GIE-BASS-MALATOU request Solidarity Africa/France solidarity to ensure the construction of a sewing training center and support to the realization of the orphanage, training centers,a health center,school, housing for teachers, a nursery and various aids (school supplies, donations).

The project aims through the installation of this orphanage to :

  • Establish a framework for orphans and abandoned children to do economic activities while they are studying.
  • Participate in the state agricultural policy (reconstruction of the seed capital) with technical partners.
  • contribute considerably on the food safety area and on youth employment.
  • To no longer need help to feed the orphans
  • Train orphans and abandoned children on the agricultural and livestock activities for their integration after learning cycles.

I – PHYSICAL LOCATION

The project will be set up in a fututre village  “KAWSARA”  in the Rural Community of Koussy behind the Village Koussy 3, 25km from Medina Fass Sédhiou. Total area: 60 hectares. The plot was considered by the Rural Council of Koussy the 15/09/2013 and approved by the Sub-Prefect of the Diendé District the 11/04/2013, under number 29 / AD. The land intended for the construction of the orphanage is 3.06 hectares.

II – CONTEXT AND PROJECT JUSTIFICATION

Studies, cultural and religious education are activities that are practiced in all religious centers of the country. These homes support mostly  “talibés” learners (children abandoned or rejected and taken care of by religious leaders), mostly  from vulnerable sections of society. To ensure their needs, leaders of “Dahara” (home of religious and spiritual learning ) rely on their sometimes very modest means and good will.

Those children at the end of their cycle of learning  face enormous difficulties in conducting activities to support themselves.The majority, after the “Dahara” work in  the agriculture sector and in such an intensive manner and without any real training that this does not cover half of their needs. With this in mind, they are most often exposed to the rural exodus. The rural exodus is a fact that highlights the level of population vulnerability.

With the existence of actual physical and natural means to exxploit and develop agricultural activities, we can provide qualitative and quantitative deals on quality products to meet the high demand of the local and national market.

With this in mind, the spiritual and religious guide, the founding members of the EIG and association  “BASS-MALATOU” , the local representatives have set up an ORPHANAGE, a MODERN FARMS and Dahara to allow orphans to combine education training and agricultural production. This framework will also contribute significantly to food security, youth employment and the economic development of the locality.

  • PRESENTATION OF THE REGION SEDHIOU
    • Administrative organization :

Sédhiou was erected a region by Decree: 2008-747 of 10 July 2008. It covers an area of 7 529 km2. Located west of Kolda, Sédhiou borders are from Guinea Bissau in the south to Gambia in the north, and the regions of Ziguinchor and Kolda from the west to the east.

The Region is composed of :
  • Three (03) departments: Sédhiou, Bounkiling and Goudomp
  • Nine (09) districts and
  • Ten (10) municipalities
    •  Region Specificity :

Mainly occupied by the Mandingues (39.5%) and Peulhs (19.9%), Sédhiou is also populated by Ballantes (13.4%), especially in its southern part separated by the river Casamance, Diolas  (10.9% )  Manjacks and other ethnic groups are presente even if they remain in a minority. Despite the cultural and religious diversity with a predominance of Muslims, the population shares long-standing relations, living in harmony and mutual respect.

The regional economy is essentially agricultural. The agricultural sector employs more than half of the workforce. The dominant speculations remain groundnuts and mil, forest exploitation and arboriculture.

BENEFICIAIRES:

The District of Sédhiou and particularly CASAMANCE, identifies a large number of orphans.
These children will be the first beneficiaries because they are in a situation of extreme poverty. Their main activity is to find something to eat every day. They often sleep outside. Those children left to themselves are at the heart of problems such as exploitation (in all forms), delinquency, drug addiction. They do not attend school and are drawn into a spiral of despair.
Without prevention (vaccines) and medical care, they are the main target of all the great illnesses of Africa: malaria, tuberculosis, AIDS, …

III – QUALITATIVE and QUANTITATIVE Goals

QUALITATIVE

This is to provide children, in particular in Senegal, Casamance the minimum vital needs, wich they are entitled to ( materially and psychologically)

  • A place to live, an address (a place to sleep and play)
  • Food: local and balanced
  • A place favoring good relationships with adults (balancing role models)
  • A place to exchange cultures
  • Medical follow-up: vaccinations, screenings, care
  • A monitoring enrollment in public schools (village)
  • Professional training adapted to the local context (built in the orphanage)
  • Training and nutritional autonomy (truck farming and livestock in the field of the orphanage)

This is to set up an “African colors” Orphanage , with adequate functioning, education, food, operation, adapted to the country and local coaching.

QUANTITATIVE

The first objective is to identify orphans with local and national institutions, namely “social and family welfare” service, the Sédhiou orphanage  and common of Koussy.

We will provide for :

INTERNSHIP and “Dahara” (50 children)
In the ORPHANAGE (50 children)
Accommodation, meals, medical care, schooling in public schools
Vocational training (emotional Monitoring and equipment)
2 monthly distributions of necessary supplies via the orphanage
clothing distribution
Support for health care
Registration and school follow-up (supported by the orphanage)
Professional training in the orphanage

HEALTH
Partnership with “health and social” services of Sédhiou’s city.
Medication: Specific partnership request with “Pharmaciens sans Frontières”

GIRLS
We also would like a sewing training center built for girls. After training, the student will be able to provide needs of a entire family, when we can help to equip them with a manual sewing Machine (second-hand).

BOYS
4 Workshops will be integrated at the orphanage :

    • Bakery: flour production, bread making and selling bread
    • Workshop: taking care of maintenance and repairs of bicycles
Rehabilitation and sale of bicycles from Europe by container
Creating a repair center in the city.
Training staff (locally recruited)

Training in general electricity (building,domestic appliance)
  • Plumbing
General plumbing with safety and hygiene measure, water conveyance
  • Vegetable Training (mil, sorghum, tomatoes),Farming and livestock (chickens, rabbits, sheep…)

For good integration, villagers from KAWSARA , HAMDANI, KOUNAYAN, SEDHIOU, Koussy 1, 2, 3 and MEDINA FASS will participate in the orphanage functioning.
The village youths will have access to the training center.
To create resources for the orphanage, a computer center with internet access in KAWSARA is expected.

On a plot of 3.06 ha, owned by the president of the association, the orphanage will consist of 16 buildings divided into 23 lots :

The total amount of construction and fitting out is 325 665 euros. However, we would initially begin with the construction of: dormitories, toilets, kitchen, multi-purpose room, and warehouse only. The total amount of this first phase is € 114 245. This will house and feed few orphans in very precarious and urgent situation.

Currently the phases 1, 2 and 3 were financed and realized by the funds of the  staff president of the association and EIG

3) MONITORING OF RELATIONS BY A JOINT COMMITTEE SENEGAL / FRANCE

The association and the EIG, BASS-MALATOU include people with experience in the following areas:

      • Management (responsible)
      • Construction (schools and buildings )
      • Agronomy (agronomist)
      • Education ( TEACHERS AND EDUCATORS)
      • Social
      • Orphanage care center

4) GRANTS

Funding appeals sponsorship from which we obtained revenues for the initial construction

    • Generosity of the president’s friends of the association and EIG, BASS MALATOU
    • The funds collected by members of the association
    •  Grant funding (other than those obtained in the construction)
    • Action by young district students

It is estimated that from the 7th year the orphanage will be able to generate revenue that will reduce operating costs by 40%.
